Dr L.T. Bell is a young "black" South African scientist who works as a Senior Researcher for Manufacturing Cluster (Photonic Centre) at the Council for Scientific and Industrial Research (CSIR). Dr Bell has several extended learning training such as Project Management and Business Fundamentals. He is interested in community development, industry 4.0, the education sector (administration and leadership), Business & Public Administration, public administration, and science management.

His research interest includes solid-state lasers, beam shaping, laser additive manufacturing, fibre optic communication, photonic devices, and renewable solar energy. He has published several national and international articles. He has also presented his work at various national and international conferences and has attended a couple of workshops in his field of interest. He has had tremendous global exposure in his area of expertise. To showcase his quest to invariably learn and adapt to new trends and technologies featured on the global front, he presented several technical papers as a Research Scholar in South Africa and abroad, including the OPTICA (OSA) Frontiers in Optics International Conference, San Jose, California, United States, in October 2015; the International Society for Optics and Photonics (SPIE) Photonics West, San Francisco, California, United States, in February 2016, & 2020.
