Dr Oleg Belyavskiy

Oleg Belyavskiy was born in 1959, into a miltary family. After graduating from the Faculty of Law at the Military Red Banner Institute in 1980, he worked for over 14 years in law enforcement agencies. He participated in the drafting of several bills and agreements in the field of humanitarian law. He subsequently held senior positions in the banking and industrial sectors; headed the JSC State Institute of Nitrogen Industry and Organic Synthesis Products. He has consulted Russian and foreign investment companies and funds for more than twenty years. Since 2014 he has been CEO of the Russian Centre for Science Information (previously known as the Russian Foundation for Basic Research).
Oleg Belyavskiy’s scientific interests include state, civil and financial law, particularly the legal regulation of national science state support, as well as expert activities in the scientific and technical sectors. He is currently a member of the working group developing a national system for evaluating the publication activity and effectiveness of Russian scientists and scientific organisations.
He has a PhD in Law.
